No wonder the Senate in 2018 increased the proposed budget for her office by P20 million, and no wonder President Rodrigo Duterte was awe-struck. He wanted to resign as early as 2017, so he could witness the transformation of the country with Robredo at the helm, but he appeared to have been restrained—possibly by friends, possibly by China, also a friend. The best he could do was appoint Robredo as co-chair of The Inter-Agency Committee on Anti-Illegal Drugs (ICAD), knowing fully well the contraptions she would discover.
